After diverting a major chunk of Greenfield activities of pharmaceutical companies to the state, the Government of Himachal Pradesh is now working on a mission to convert the state into a leading bio-business valley of the country.
The government has announced plans to set up the Biotechnology Park at two sites in the vicinity of its farm universities i.e. UHF, Solan and HPKV, Palampur for developing Biotechnology Industrial Clusters. The clusters are meant to be developed as industrial sites for bio-pharmaceuticals, phytochemicals, bioprospecting, fermentation, biofertilizers, biopesticides, post harvest processing, bioprocessing, biochemicals, genetically engineered micro organisms, enzyme production, environment protection and animal husbandry, vaccines, diagnostic kits and recombinant drugs etc. The services offered by the industrial clusters would include lab space for the start-up companies, affordable office and wet laboratory space, assistance and support in business development, strategic planning, financing, regulatory assistance and product commercialization. The government will facilitate R&D, instrumentation resources, faculty development, technology transfer, public policy and communications. It will also play a mentoring role in service-business training, interim management and introduction to accountants, solicitors and other professionals.
The centres are to be developed as an international point of contact for biotechnology community/ industry associations/ companies abroad. Encouraging contractual /collaborative research with national/international organizations for conducting research in the BT area as per the requirement of Industry in the state is another area of focus. The Department of Biotechnology of Himachal Pradesh has informed that an area of 102 ha is available for allotment at Raja-ka-Bag Phase-III in Kangra District (about 20 km from Pathankot). In order to speed up the process the department had called for a meeting of potential investors last month to facilitate faster clearance of interested proposals with the help of District administration/ Industry Department. The department has stated that the site has all basic infrastructure developed like road, water, electricity with about 16 small-scale and 2 large and medium scale units already approved.
